No QM does not support pausing per queue. But you can logoff off one queue and logon to another one.....

No because a queue is a basic security unit.
You should run at least one queue per client.

You should post an Asterisk CLI  trace of a call that is not logged correctly, and also which lines are added to the queue_log file.

Yes - consider that it will not rotate any of the _log files. You may add more rules manually if you need to.
