Running QueueMetrics / QM users rights

Hi,
I've just started using Queuemetrics and I have question regarding security, I vas able to modify "admin" account details after loging in as "robot". Are used user rights just for hiding html links ? After accessing as "agent" and passing /queuemetrics/qm_adm/cfg2_users_edit.jsp in the browser address bar I was able to administer users. Is this the way application works or some misconfiguration from my side?
I'm using 1.5.1 version. Behavior detected on tomcat5/java5/linux and tomcat6/java6/windows.
